SAFE USE OF INFRASTRUCTURE AND SERVICES

The A32 Torino-Bardonecchia motorway covers 73 km and is managed by SITAF S.p.A.   ​

The infrastructure is accessed from its own tollbooths, with payment at the Avigliana and Salbertrand toll stations.  ​

Motorway tolls can be collected using the “open” toll collection system; for more specific information see the Toll Info section of the website.

The roadway consists of two carriageways, one in each direction, which accommodate two lanes each for the entire length of the motorway.  ​

The carriageway refers to the portion of the road with all vehicles flowing in the same direction, while the lane is the individual section of a carriageway along which vehicles transit.  ​

The infrastructure is then completed by lay-bys and an emergency lane in each direction of travel, which are not dedicated to transit, only stopping temporarily and in an emergency.  ​

In terms of size, the A32 stretch is a category A motorway, an extra-urban area pursuant to the Decree of the Italian Ministry for Infrastructure and Transport no. 6792 of 5 November 2011, where the design speed is in the range of 90-130 km/h.  ​

The operating speed under normal conditions is 130 km/h for the section from Rivoli to Susa (excluding the tunnels there, where the speed is lowered to 100 km/h), 100 km/h for the section from Susa to km 65 and 90 km/h for the section from km 65 to the end of the section under concession: speed variations are indicated on the route by the appropriate vertical signs. ​

As motorways are high-speed transport infrastructure, not all vehicles are permitted to use them. Article 175 of the Italian Highway Code identifies permitted and excluded vehicles.

Pedestrians and animals (suitably supervised) may only circulate in the service and rest areas. The emergency lanes may only be used to walk to assistance call points.  ​

Driving a vehicle that is not allowed on the motorway is punishable in accordance with the Italian Highway Code.  ​

Appropriate conduct while driving on motorways is regulated by Article 176 of the Italian Highway Code.  ​​

The infrastructure safety systems include the emergency lay-bys, the A32 stretch has approximately 80 in the direction of Bardonecchia and around 70 in the direction of Turin; nearly all of these are equipped with an SOS telephone with the possibility of requesting mechanical and medical assistance.  ​

In this regard, it is worth reiterating that motorway lay-bys are designed and built solely and exclusively to deal with emergencies, are located on the right-hand side of the carriageway and allow vehicles to stop safely without endangering their own and others’ safety. Prolonged parking is not permitted in these areas, nor may users leave their vehicle there for a long time.   ​

Upon stopping, before getting out of the vehicle, by law users must wear an orange, reflective jacket. This makes sure that users are clearly visible to all those who pass by, who drive along the motorway at high speed, especially at night and in the early morning hours.  ​

Those who fail to comply with this provision are at risk of a penalty under the Italian Highway Code.  ​

The lay-bys are used for emergency situations, they should not and cannot be used for resting or sleeping for any time; if needed, users must rest at one of the equipped service areas.  ​

SERVICE CHARTER

SITAF S.p.A. has adopted a Service Charter as a tool for transparency towards users and in the belief that it will be an opportunity for internal growth and valuable external communication. The Charter, which can be downloaded from Service Charter, contains information on the basic principles and services of the concessionaire, as well as policies and quality management, user protections and a handbook containing useful numbers and contact details. ​

The Charter, as better specified in the “Suggestions/Complaints” section, also includes the circumstances and methods of toll reimbursement, passes and payment of compensation, as well as information channels for up-to-date information on traffic and road conditions.

WORKSITE MANAGEMENT CRITERIA

Non-emergency worksites are scheduled as far as possible to avoid delays and queues.

In order to reduce possible repercussions on traffic, the most disruptive roadworks, those involving route and/or junction or service area closures, tend to be scheduled at night if possible.

Similarly on the main motorway strip, restrictions down to only one lane open to traffic are mainly planned at night where feasible. Or, in special cases, in the middle of the day or in any case at times with statistically fewer vehicles.

The A32 is usually characterised by more seasonal traffic (across the border for summer holidays, and local ski season in winter), and therefore often experiences significant exodus traffic. As a result, the greater volumes of users expected due to summer holidays, winter weekends and special occasions such as ski world championships, major cycling races in the area, various mountain sports events, transalpine holidays, etc. are taken into account in the scheduling of work sites.

These decisions, refined over many years of experience in infrastructure management, during particularly complex maintenance or construction activities, which heavily interfere with the flow of vehicles, are often implemented with pilot projects for new roadwork signposting schemes that are structured and varied in set-up, formulated to further facilitate the flow and safety of traffic.

Categories of disruptive events

The categories of events that could generate traffic disruptions and/or dangerous situations are the following:

  • Object in the lane
  • Flooding
  • Fire
  • Accident
  • Mechanical Rescue Service

 

Emergency management protocols

For emergency management (winter operations, flooding, accidents, etc.), the company adopts specific intervention procedures that set out in detail the actions to be taken by the various parties. These procedures, specially drafted and updated also on the basis of previous events, are:

  • the Winter Operations Management Plan: the plan is operational for the entire duration of the winter period and is applied on the motorway section under concession for any highly critical situations, declared emergencies, including the activities necessary for the closure of individual sections affected by events;
  • the Traffic and Security Service Operating Procedures: these are procedures governing the activities to be implemented by the operations control centre (COC) and the traffic and security (TS) service;
  • the Operating Procedures related to exceptional events: this document summarises the main actions to be implemented by the Traffic and Security (TS) Service, the Operations Control Centre (COC) and the toll collection service in the face of major exceptional events, including the activities necessary for the closure of individual sections affected by the events.

The quality indicators, as better explained in the Service Charter, comply with the provisions of Directive no.102 of 19/02/2009 issued by the Italian Ministry for Infrastructure and Transport. Discussions are still ongoing with the Grantor to define the indicators in accordance with the ART tariff system.
